We have a new neighbor
She has a cute little husky puppy. She leaves it outside all day long in a fenced yard while she is at work and trust me its cold up here in Michigan. He whines all day, it breaks my heart. They do have an overhang where he is at on pavement no blanket or anything for him with a very short chain. I peeked around the fence and noticed she had no food or water outside either

Im not sure of abuse laws and how to go about it. Are they anonymous? We always had inside dogs and my samoyed would get cold outside while peeing so this is breaking my heart.

That is definetly neglect. Just call your local animal shelter and tell them. It will be anonymous. If you can't find a local animal shelter, call your police department (not 911, though unless the puppy is in really bad shape) and they can tell you who to call. That is so sad when someone gets an animal that they can't or won't take care of.

Thanks, She is off for the weekend now so I will report it next monday to the humane society. She is a barely new neighbor (two weeks) and already having problems with her. She is also pitching dog crap in our yard which irks my husband badly because she doesnt want it in her yard and we dont have any animals. I think its why she leaves him on a leash so its in a certain area. She seemed nice when we met her but now I realize she is just trash

I'm sorry you aren't in NY! lol We have the BEST laws on animals!!! Call the ASPCA, sometimes it takes a few calls but yes, something should be done. Animals are people too!
Also, my bf's neighbor did the same thing to their dogs and after the neighbor would go to sleep we would throw cold cut meats at it and i swear we kept that dog alive! not that i'm dropping hints or anything!

oh and yes, totally anonymous!

I would try to get a picture of her doing it and then throw it back. You definately need to do something if you can.

Isn't that against some kind of law, too? I'd start documenting all this stuff now - sounds like you might need it in the future. Might not be a bad idea to mention this to the police. Maybe they can stop by your neighbour's for a chat sometime about all this

Well things have changed thankfully. She called over here Monday night and said her 19 year old nephew pitched her dog's poop over her fence (very likely it could have been since we just saw the after effects) and she apologized and offered to clean it up but my husband took care of it, actually pitched on her side that day he noticed it.
We also found out on Monday her nephew had been leaving her dog out as her other neighbor had complained about the dog barking all day while she was at work. I had no clue anyone was there during the day with no car in the driveway and the dog tied up all day. Her nephew had stayed with her for a few weeks but he is leaving on friday.

? I grew up with animals and always treated them like members of the family so I was shocked too somebody could be so mean. Thank goodness the butthead is gone now.

I have a Husky/blue heeler cross, she is now about 14 years old.... granted its not the same age as the puppy next door but.... I wouldn't automatically feel bad they were outside in the cold, I have to force mine inside when its really cold out, she gets to warm in the house as her coat is really thinck and warm. the no food water issue would be a concern as for the whining depending on how old the puppy is it "could" be lonesome... My youngest dog (I have 3 total) is 11 months and is an american eskimo and for the first few months we had her she would whine anytime she was left alone because she was lonely... if we left her outside with the other dogs she was fine... she loves to come into the house but again as her coat gets so thick this time of year she also loves to be outside, just comes in to pick on the cats and get a toy to take outside and loose in the snow..... I do however have a place out of the worst of the cold and wind for them to be when I am not home and cant get them to stay in the house... Now summertime is a whole different story as we have A/C and they all dearly love to be inside in summer... my guess is wearing a fur coat in 100 degree weather isnt for mild mannered puppies, lol

Animal neglect is:
Statute Summary: A person commits the crime of cruelty to animals if the person:
Fails to provide food, care, shelter
Abandons animal
Transports or confines animal in cruel manner
Injures an animal
Seriously overworks an animal
Intentionally or knowingly tortures an animal
Overworks an animal
A puppy left alone outside could be lonely, hungry, insecure ...cold...hot..whatever
Dogs especially if they do not have a companion, will develop issues - barking, digging, escaping, licking themselves raw, tail chasing, separation anxiety...to name few.
Many dogs once aclimated to weather spend all day outside...we have many cattle dogs and sheep dogs in our neck of the woods who get anxious when INSIDE and want out, even at 30 below...BUT they have shelter from the elements, have built a fur coat adapted to the time of year, food and water. Sheepdogs will sleep with the flock in a sheltered area. Many cattle dogs snuggle into a warm barn and straw bales around them. The key is shelter/food /water. My own dog LOVES the snow and begs to go outside - but she also emerges from her insulated doghouse toasty warm, the kids even comment on how warm she is...and she sleeps inside at night ,and if it is cold and windy, we keep her inside other than walks....
Puppies need companionship - be it human or animal. Think of how kids are vs adults....they crave playtime and interaction...adults not so much.
Glad the self centered nephew is outs there!!
